Burkina Faso Niger
The Regional Office in Ouagadougou coordinates the development programs in Burkina Faso and Niger. During the year 2014, EUR 27 million were invested in the region, through 13 projects and programs in both countries.
The main focus areas relate to vocational training and basic education, the environment (specifically the management of forest resources), rural development, including drinking water and sanitation, and health (specifically blood transfusion).
In Burkina Faso, all development activities now form part of the SCADD (Strategy for Accelerated Growth and Sustainable Development), for which the implementation period goes from 2011 - 2015. Within the 15 sector specific dialogue frameworks proposed by the Government, Luxembourg’s development cooperation is positioned as the leading donor in the fields of vocational training and employment and youth.
Luxembourg’s intervention is also a sector approach, programme approach and ii is multi-donor oriented, with the launch in 2012 of the Sector support program for Education and Technical Training professionals, co-financed by the French, Austrian, Swiss and Taiwanese cooperation, as well as the support to the forestry sector, funded by the Swedish Cooperation.
Autumn 2014 saw the popular uprising followed by the departure into exile of former President Blaise Compaoré and the establishment of a transitional government. Following this, the current Indicative Cooperation Programme was extended for one year, and the identification of a new IPC in 2016 postponed pending elections.
In Niger, 2014 marks a rise of the development cooperation with Luxembourg by means of signing new delegated cooperation agreements with Switzerland (basic education) and Denmark (access to safe water, sanitation and hygiene). However, it remains to be seen how the prevailing security situation throughout the Sahel will affect our development activities.
